India Persecution Tracker

The India Persecution Tracker is a quarterly bulletin that documents human rights violations against religious minorities in India, continuing from July 2022 onwards. It builds on and complements the work of media and civil society organisations that have sought to highlight the persecution of religious minorities in India since 2014. The Tracker is produced by the SAJC Secretariat, a team of researchers and experts engaged in the documentation and analysis of these violations.

The Tracker is not an attempt at producing an exhaustive list, since many violations, especially in remote areas and in militarised regions such as Jammu & Kashmir, remain unreported. Our purpose is to build a record and establish trends, towards raising awareness and contributing to processes for accountability and prevention.  

Framework: We report by key human rights enshrined in International Human Rights Law, including civil and political as well as economic, social and cultural rights, to monitor the range of abuses and violations occurring against religious minorities, using the persecution lens. Here, we are informed also by UN’s Responsibility to Protect and Framework of Analysis for Atrocity Crimes.

Methodology: The Tracker uses both primary and secondary sources. The secondary sources include reportage in national and international media, including Indian vernacular media where possible. We also rely on similar work being done by other organisations documenting these violations. Our primary sources are through testimonies from victims, witnesses, local journalists, lawyers, and human rights defenders. These are verified internally through available documents and our on-ground networks. We do not disclose the names and details of these partners to protect them from reprisals.
